Added support for Boost.Regex w/ ICU
...
This allows for correct searching of UTF-8 encoded strings, such as
lower-case versions of Russian words to find mixed-case words.

Move amount colorization deeper into the core
...
This is necessary in order to redden negative amounts correctly under
all circumstances, such as component amounts of a multi-commodity
balance.
